"It was that finding that fueled my resolve to lead a root and branch reform of a deeply dysfunctional system.Therefore, if any government at all levels simply chose to throw more money at a dysfunctional system rather than addressing the systemic, structural and institutional bottlenecks in the sector;It will ultimately discover that more throwing more money at a problem does not solve it. At the two day exchange of ideas, the summit characterized by thoughtful presentations set out goals and as well as fashion out modalities for the attainment of the set goals stakeholders including government officials, teachers, supervisors and others.
